The last I was aware, employers could only deliver tax documents
electronically with the consent of the taxpayer.
You should be able to get the paper copy by simply requesting it; if
they do not provide it, you will need to contact the IRS to determine
what to do next. The IRS has enough power to twist their arm, of that I
am sure.
