Ah, let's get realistic here...

The problem started in July and they probably didn't even think it was
something serious at first.  They had the incident, cleaned it up, and
dealt with it and figured they were done.  Few weeks later, something
happens again.  Heilein once wrote, once is chance, twice is
coincidence, three times is enemy action.

They most likely called and exterminator early who also would not have
recognized the significance of a growing incident from a few minor
incidents.  Now they know it was a growing problem but hindsight is
always 20-20.  There's at least a month shot before anyone realizes this
is more than just a mouse or two that snuck in.

Then they had to get the landlord involved and a more involved
investigation.  Once that's involved, the guys next door go through a
good faith effort (or what was made to look like a good faith effort) to
fix the problem.

Ok...  When that doesn't work, THEN you get the lawyers involved.  That
doesn't happen fast and you don't get an entire business shut down
overnight.  3 months.  I'm surprised they got in front of a judge who
was in the mood to shut these clowns down that fast.  You don't just
shut another business down without a lot of proof and a lot of history.
