Assuming you're on a current Ubuntu (with rsyslog) you'll want to
uncomment 
$ModLoad imudp
$UDPServerRun 514

in /etc/rsyslogd.conf.  This enables receiving UDP on port 514, the most
common way to receive syslog messages.
