This argument had some degree of validity until Office 2007 came out.
The learning curve from Office XP to Office 2007 is just as steep as
from Office XP to OOo. Thus, I no longer accept this argument when
applied to any situation where that retraining has already been paid
for (in time, funding, or effort), as that same amount could have paid
for OOo training.
