I don't disagree with you at all. Sally bookkeeper should not be filing
bugs.
However, IT should know how to support the software, answer Sally's
questions, and if the problem is a bug, report it. The process differs a
bit from contacting Microsoft support, but they could always pay for support
like that and defer the bug filing to someone else if desired.
The real problem is that people don't ASK, they ASSUME. I know this first
hand. I don't get specifics unless I drag them out. And you know what? I
can only say "tell me where it hurts" and coddle grownups like a toddler so
much before I give up. I don't have to coddle my 4 year old that way, so why
would I coddle a 50 something that way?

In turn, school (and many business) internal IT departments are so busy
chasing stupid things like the cupholders and footpedals not working on the
regular desktop machine, they don't have the time to do it either.
