The biggest surprise to me is that they offer it at all.

I bet it's real pain technology-wise to let you have a fixed IP no
matter where in the country you are and as you move between wireless
technologies with your mobile device.  And given not many people ask
for that on their wireless devices, it seems like $500 might even be a
money loser for them.

fyi: It's nowhere near that expensive for permanent connections.  They
just have to ensure the one dhcp server you're connecting to has your
info.
