According to their FAQs, and I quote via cut & paste:
" Q. Is the MoneyExchange Card a credit card? Was my credit report
pulled without my knowledge?
A. No, the MoneyExchange Card is not a credit card. It's another safe
and convenient way to access the available funds in your MoneyExchange
account. As this is not a credit card, we have not pulled a credit
report or contacted any credit rating agency in order to provide you
with this Card. "
As far as getting cash from the card they only mention using ATMs, do
you know if you can get "cash back" over the purchase amount? We do that
with our existing MC/VISA Debit cards at like Publix, Krogers, Wal-Mart,
and Walgreens. They allow upto I believe either $40 or $50 over purchase.
Also as far as fraud goes, it's the same as a regular bank card like my
ING Direct or SunTrust. As long as you notify them within 2 - 3 business
days you will only be held responsible for $50. And again I quote via
cut & paste from the FAQs:
Please be aware that you may be liable for unauthorized use of your
Account. You will not be liable for unauthorized use that occurs after
you notify us, orally or in writing, of the loss, theft, or possible
unauthorized use. If you tell us within 2-3 business days after you
learn of the unauthorized use, you can lose no more than fifty dollars
($50) if someone used your Account without your permission. If you do
NOT tell us within 2 business days after you learn of the unauthorized
use, and we can prove we could have stopped someone from using your
Account without your permission if you had told us, you could lose as
much as five hundred dollars ($500).
It does look promising as a possible alternative, I like the fact that
your name or any other identifying data is on the card. On my other
cards my name appears and anyone can google it and find all sorts of
info on me as well as whitepages.com reveals my address and phone # then
it's easy to get the zip-code unless that is also listed there too.
