Also "the wires" may not "exist" even if you see a phone line going into
your house.

 

When I bought my condo last year I found the putz before me had cut the
phone line that came into the unit and pushed it into the wall in the
utility closet the covered over it.   Even though I had jacks everywhere
we had to find the wire that made them live in the wall. (Luckily the
wire left was just long enough to dig out of the wall and put a wall
jack on it so we could bridge to the other connection for all the rest
of the jacks - not something you'd be apt to get done in a hurry in most
situations).

Yes but the "emergency" often is to make sure you can reach loved ones
just to let them know you are alive.   If you don't think that is
important I'd advise you to research the aftermath of 9/11.

If the wires exist into the house,  even with the landline DISCONNECTED,
it still supports the ability to call 911. My landline has been off for
3 years. But the alarm monitoring over the landline still works as well.
Unless the wires are physically cut, once connected, always connected.
