That cartoon reminds me of the joke about the cop who pulls over a guy for easing through a stop sign instead of coming to a full stop. The guy complains "I didn't stop but I did slow down. What's the difference?" The cop makes him get out of the car takes him up to the hood, bends him over it then starts hitting him with his nightstick. He asks the guy "Now, do you want me to stop or slow down?"
