They might have  - either he'd have tripped over the cone (better than
falling down a manhole I daresay) because it was directly ahead of him
or he'd have a chance to see it peripherally if not.  

 

Also in my experience usually work around man holes isn't demarcated
simply by a couple of cones - usually there's a bit of an enclosure
around it - more for the safety of the folks going down the hole (on
purpose) than for others.

 

Saying people shouldn't be morons and not paying attention isn't wrong
but that also doesn't give license to ignore basic safety precautions.

safety cones would not have prevented the idiot from falling in. cones
first, open hole second seems reasonable. Yet I've seen open hole, look
in to determine if that's where they need to be, determine yes, drop
cones.

It's my feet I'm in charge of. Step in dog poo, yes the dog dropped it,
the owner didn't clean it up, but it's _still_ my feet.

Sheesh. I thought I was "one of the liberals" here :-) 

	 

	Most OSHA requirements deal with setting up safety environment
first and then starting the work.  Attaching a tether on a high rise

	Bozo child was a teenager (definition of dumb in many cases).
Workers were apparently standing there setting up safety cones. All I
read out if this was: stupid teen was NOT paying attention and walked
into a hole. She could have just as easily fallen into traffic.
