I think you're taking it the wrong way. You just have to be a little  
more considerate of how people are going to take your words, as intent  
doesn't always translate well to text. For example, it'd be better to  
inquire as to who's in charge of the website, and ask them privately  
if they'd be interested in a hand, get their requirements (ie, lynx  
friendly) and then go to work and present something for approval, and  
work through revisions. That way no one mistakes your intent for  
posturing. I'm pretty sure everyone realizes that it's not an easy  
thing to put yourself forward, but how you go about it is a large part  
of how well it's received.
