This is probably a little outside the scope of discussion, but I think
it is interesting none the less.
I used to work for an ILEC that owned the lines in very rural regions of
Texas, Oklahoma, and New Mexico. Some of it VERY rural. I vaguely
remember talking to someone about what happens if someone way out by
themselves in the boonies wants a phone. If that land is within their
territory the ILEC/RBOC is required by law to provide the infrastructure.
I recall that the reason we were chatting about this at the time was
because they recently had to spend a few tens of thousands of dollars to
provide dial tone to a single customer.
I am ignorant of what percentage of that is subsidized by the government.
