In reading the Ubuntu Man Pages for crontab.
http://manpages.ubuntu.com/manpages/intrepid/man5/crontab.html
I saw the note:

# use /bin/sh to run commands, no matter what /etc/passwd says
        SHELL=/bin/sh

I set the shell variable to /bin/sh and now it works fine.

Thanks to those who responded.
