Actually, it is still illegal for them to call cellphones.

The problem with these telemarketers is that they are using automated war dialers that call every number in a range that isn't on a DNC.  They can, but rarely do, filter out the cell phone ranges.

Further causing problems is the fact that most of them also use automated machines which are illegal.  And naturally, you won't ever get them to give you the information they are required by law to give you on request.  The TCPA needs more teeth and more controls over the telemarketing industry, preferably via technology that forces them to reveal the information they otherwise are illegally withholding.

By the way, the next big thing is going to be text spams.  Yet another reason I have no use for text messages and have them competely blocked from my service.
