Are you on the edge of what your PS can provide.

Sata is very picky about good power.

The good news is you can easily use a separate PS for your sata
devices. If you all you have is a standard PC power supply, then you
have to trick it into working.

http://www.gideontech.com/content/articles/196/1  is what I found from
a quick google.

Last time I did this I used a cheap IDE external enclosure to provide
power.  I used one of those short Molex to Sata power adapter cables.
I just put my external enclosure very close to computer with the side
off and put the sata drive close to the controller but not truly in
it.
