[ale] Water Levels & Corps of NON Engineers.

Personally I'd hate to be in the Corps of Engineers. Georgia bitches
about too much water released while Florida and Alabama bitch about too
little. They're in a no win scenario. As to the levies in New
Orleans: The Corps did suggest upgrades long before Katrina. It wasn't
until Katrina proved them right that Congress and everyone decided the
levies were woefully inadequate.

The only thing I've always wondered is why is the Army in charge of
domestic water management? It seems this really ought to be a separate
civilian agency. That wouldn't stop the complaints by all and sundry
but just seems more appropriate to me.

P.S. Happy New Year!

Regardless of what we have and what we are getting, why aren't we
holding the US Army Corps of (NON) Engineers responsible for their
mismanagement and incompetence?

Between New Orleans and now the ACF, how much more of this will the
American people tolerate? (This is not a rhetorical question)...

Oh, and not to mention the "faulty" valve that cost us 3' of water in
'06.

Hope you all have a Happy, Prosperous and WET 2008.

Roland Horwitz.
