Had me thinking for a sec.  Think you're right.
Leap years are used to account for the .25 extra days that accumulate 
every year. It's a bit of a correction mechanism.  It would seem that 
the solar year is .25 days longer than the calendar year.  So every 4 
years we add a day to our calendar to correct for it.  The fact that we 
have to add to our calendar would indicate that the calendar is what's 
falling short.
