You could store the OS in a disk image and use Qemu to boot it. So,
you could store the encrypted text file, the disk image, and the
Windows port of Qemu on the memory stick. That way, whenever you are
on a machine with GPG installed you can directly read the text file;
otherwise, you can boot the Linux system with Qemu and then read the
text file.

Virtual machines to the rescue! :)
