Interesting you say that George.  This past week at Linux World Korea, I ran into a company, Black Duck Software, that does just that...helps you manage your GPL licensed software.  More specifically, they help you audit your code, so you don't end up mixing your GPL code with non-free and/or otherwise proprietary code (or vise versa).  It helps keep GPL code unencumbered.  Oddly enough, their software isn't open-source (yet).
