At that level, cygwin is pretty different than Linux/Unix... you might
want to try the cygwin lists (http://cygwin.com/lists.html) for more
specific info. Having said that, I think the proper way to get services
registered in Windows (ala the sshd service) is to find the httpd binary
and, in a DOS box, run "httpd /INSTALL"
