I believe so.  I haven't fully tested this, but you should be able to do
something this:
- save off your existing zoneinfo files (/usr/share/zoneinfo)
- get the latest timezone data file from  ftp://elsie.nci.nih.gov
- untar it on your server in a temp directory (e.g. /var/tmp/tzdata)
- execute "zic -v /var/tmp/tzdata/northamerica" to compile updated
zoneinfo files (overwrites the existing ones in /usr/share/zoneinfo)
- copy or link the appropriate timezone from /usr/share/zoneinfo to
/etc/localtime
- execute zdump -v /etc/localtime | grep 2007 to verify that it shows
the correct dst.
