I think that most of them do that.  Seems that the most popular one is
Gallery2 (http://gallery.menalto.com/).

I'm using Joomla as the opensource CMS for the site that I do, and there are
Joomla plugins that do photos like you mention.  It even allows users to
upload their own photos.  I'm using RSGallery.
