I've seen conflicting reports about this. The consensus on 
http://www.dslreports.com/forum/r18822993-SAFA-Stand-Alone-FastAccess-Confirmed-today 
seems to be that cell service is no longer a requirement, but all 
BS/AT&T reps don't know this yet.
