[ale] tcp bandwidth throttling

Class Based Queueing (CBQ). The best document I've found in regard to
this is found at http://www.sigsegv.cx/qos.html . You will need to use
iptables MARK module
(http://www.linuxtopia.org/Linux_Firewall_iptables/x4368.html); the
note on that page about it being in 2.4 is misleading. You will need
to use a recent 2.6 kernel.

If need be, I can pull my old router out of the closet and get my
scripts off it. They are a decent example.
