Jim,
Can you telnet to localhost at port 631?  Try:
telnet 127.0.0.1 631
or
telnet localhost 631

do you get a reply?  If there is a long timeout you have a loopback
interface problem or a routing problem, right?  Really just a /etc/hosts
or DNS problem.  Maybe restarting nscd could help.  Normally, not
getting to the admin interface with a browser is a more fundamental
problem relating to internal networking or local name resolution.
