Usually the ISP tells the local system the IP address of
at least two DNS servers, via the initial DHCP or PPP
protocol exchange. It's pretty unusual these days for
DNS not to Just Work, when you're connecting directly
to an ISP.  If you're routing between the ISP and an
internal LAN, of course, it's up to you to configure
everything so the machines on the LAN know where to go
for DNS data.  There are lots of ways to do that, probably
the simplest is, yeah, just find out the IPs of the
ISP's DNS servers and plug them into the appropriate
config file/dialog.
