[ale] Rsync on ftp.ale.org

Ok after enough interest I have turned on the rsync server on
ftp.ale.org.  Right now just a few modules.  If there's interest for
others (for already existing mirrors) then let me know.

$ rsync ftp.ale.org::
fedora-updates  Fedora Core Updates

suse-full       Suse Full
