I know I'm going to start a flame war.  IMO I believe that data ppl and
voice ppl are different.  Data people are used to windows and accept
downtime.  Voice people do not.  This is why Covad is down.  I help the
PBX world do active monitoring of their switches and the mentality in
that world is totally different than the data world.  Its okay to
experience downtime in a NOC but in a phone room it is unacceptable. 

I love SIP and think it would work great on a LAN for your company.  I
still believe that the POTs conversion should take place onsite.  I have
VOIP at home and would never consider it my primary communications link.

You can still have problems with telephone lines but I would rather
place my money in that system to deliver my voice calls and in the phone
room I would deploy VOIP for my internal extensions.
