I see the same thing.  This tells me that Paypal knows the correct password,
so it must be rejecting the login for a reason other than rejecting the
password.  Could Paypal have an undocumented 'disable logins after X invalid
logins' feature, and someone out there is activating it by attempting logins
to random accounts via the dictionary method?
