I think they do look at the predicted subcriber base.  As an example a 
few years back a co-work had Broadband long before me.  The only 
difference I could tell was that I was in a sub-division and he was in 
an apartment complex. 

And I am sure we all know the if you have a residental broadband and you 
have the bandwidth pegged 24/7.  You will at some point gt a nasty 
letter from your ISP.  Just what I have heard in some cases..  LOL
