the key was the apcupsd.conf file I was using was from an old release. 
I did an rpm install of the newest release and it created a 
apcupsd.conf.rpmnew file
all I did was rename it to apcupsd.conf, looked at the settings , 
stopped and restarted apcupsd and it worked!!!
