[ale] Starting httpd at boot time

First try to start it manually using that command. If it starts there is
likely a typo in the rc.local file. The better procedure is to use
"chkconfig httpd on" and it will set up the links from the rc* dirs to
the /etc/init.d/httpd and run it appropriately.
If the manual start won't run, check the log files for the error.
Check /var/log/messages and /var/log/httpd/ for clues on the failure.
