Set up your private time server's /etc/ntp.conf to point to 
pool.ntp.org.

    server   pool.ntp.org
    server   127.127.1.0
    fudge    127.127.1.0   stratum 12
    driftfile  /var/log/ntp.drift
    statsdir  /var/log

Then set all your other local hosts to point to your time server host.

    server   192.168.1.5
    driftfile  /var/log/ntp.drift
    statsdir  /var/log

  Has anyone on here configured their NTP server to serve time to other
devices.  I've just loaded FC4 with NTP and I want it to sync its time
to pool.ntp.org and I want all my other computers to syn their time with
the server.

Any hints?
