If you are using telnet, I'm pretty sure you have to set the display manually.
Then you'd have to check:

1) outgoing firewall on remote box
2) incoming firewall on local box
3) xhost permissions on local box


If you can, use ssh with X11 forwarding (ssh -X remote), and it should just
work.
