[ale] changes to ftp.ale.org

That is a perfect addition to a bittorrent stream.

If ftp.ale.org starts supporting bittorrent downloads and runs the
tracker, then secondary servers like the below simply aggregate into
the overall swarm bandwidth.  When they are  online others can get
file segments from the secondary servers.  If they go offline, it
simply reduces the bandwidth of the swarm until the come back online.
