If you're looking at writing a replacement for an existing system, what
I would do is start taking notes about what functionality you need to
keep identical and work from there.  Not so much reverse-engineer it as
make sure you can recreate / extend it.  Do ensure also that if you're
doing this, that the project stays 100% internal and never sees the
light of day outside of the company, as distribution of something could
potentially lead to very ugly IP battles.

What type of functionality do you need?  What type of system is this on?
 Do you have the source code to the programs in particular that need to
be executed on it?  These are all questions that you need answers to, to
begin determining what you're going to do with it.
