Here are some you can evaluate:

http://www.ornj.net/software/ (Araneae - the one in the center is the one
that should do what you want)

http://quanta.sourceforge.net/  quanta is also a good one & it comes in all
flavors - linux, *bsd, etc..

and I think there is something called Jedit ??  or you could even use
Eclipse.
