I'm glad I'm not in your shoes!!  What he is asking for is just short of
a Geek Constitution.

I would recommend reading Biographies of Stallman and Torvalds as well
as everything they have written that is more philosophical than
technical. Other people to read up on the get a good feel for the broad
OSS ethics are from the head writers of Perl, Python, Apache, and the
Debian distribution. One you have distilled out the points that all of
these people agree on completely, that will be a solid base for an Open
Source Software Code of Ethics.

Don't take this lightly. It may turn into something bigger than you
think.
