Because management is oft times immune to logic. If some executive thinks that
any access of the web is wasting time, the company policy gets set, and there is
little to be done in the short term to change that. Couple that with a
draconian IT regime and a boss who views questioning policy as insubordination,
and the only way out is to leave; given today's job market, not the best of choices.
