[ale] Linux radio scanner

I ran programs on my AOR AR-3000 back in the DOS days. I would free run
it and log signal strength across various bands looking for frequencies
in use that I was not aware of. Worked pretty well. The RS232
interface was funky and I had to make BIOS calls to control each line.
It would be so much easier with linux, I could even digitally record!
But since I moved seven years ago into a valley I have not setup my
antenna farm again.
Most police and fire is trunked nowdays in the 800 bands and each keyup
can get a new frequency. That can make conversations difficult to
follow. Newer scanners are able to follow the conversations from freq
to freq but I don't have one so I can't tell you how well that works.
