[ale] XML Tidying Program

All,

	At the last ALE Central, someone (Ken?) was asking about cleaning up
XML files, and I just stumbled across this: Tidy.  It was actually
written for HTML, and appears to handle many errors that are easy to
make there, but it does have some (limited) support for XML.  See:
