[ale] cheapest DSL service... ?

You should probably define "cheap". If you mean least money out of 
pocket per month, that's one answer, if you mean least money to have a 
static IP, that's another, if you mean a service that has static IP 
available, and doesn't go out 30-40 times a month, that's yet another. 
Oh, you want a human available to talk to if you have problems? That's 
yet another factor.

Based on my experiences in ATL, the "cheapest" DSL here is to buy a 
couple of cans, and a bunch of string. It'll be more reliable in the 
long run than a lot of the "cheap" vendors.
