[ale] updating RH9

I went and got apt for redhat.  Just google apt and go to "dag's" site.  
Install apt and then use the kde-redhat site to get kde, k3b and so on.  
Works great on RHEL3.  Even updated XMMS so it has a mp3 plugin that works,
