I was testing out vsftpd and i got it to work.  however charter says i
get 128 kbps upstream but it maxed out last night at 33 kbps when my mom
was using it is this normal does it reserve bandwidth based on how many
concurrent users are allowed.  or is charter trying to pull the wool
over my eyes?
