LFS 5.1.1 (Linux from scratch).  I'm actually building/testing the code 
on a Slack 9.1 box though. 

It looks like you're absolutely correct!  It _is_ FAIL_DELAY in 
/etc/login.defs.   Mine _was_ set to 3.
