What about the work the sysadmin was supposed to be doing?  Spying on 
his boss is obviously not in his job description (he got fired) so he 
was goofing of as well.  So to goof off and catch someone goofing off 
is okay because it is one upping "the man" but it isn't okay for the 
man to goof off.
