[ale] Load Balancing Across Multiple Interfaces

Someone here gave me a nice script where I can prioritize protocols by
priority.  What Im trying to do is set hard limits based on percent of
pipe.  I.E.  Outgoing mail can only burst up to 10% of the total
bandwidth even if there is nothing else going on in the other 90%.
