Heh heh.  Cute.

I suggest Emacs.  Start emacs then do "ESCxrot13-other-window" (without 
quotes, of course).  Emacs will split into two screens. Now cut and paste the 
foreign language into the top window and Emacs will translate it in the 
bottom one.
