Do you mean put Network A behind Firewall A, Network B behind Firewall B,
and create a tunnel between Network A and Network B so that they can
communicate via a VPN link between the two Firewalls?

Yes.  Lots of times.  Works great.  A major pain to set up but works
great once done.
