The 16 minutes is not a setting in the UPS. Up to a point, you will find that the lower the draw, the longer the run time will be. They give you a 16 minute time (sometimes they fudge it a little and stretch the truth) based on a 'typical' configuration.
Here at my house I've got an APC 1000 watt UPS supported by 130 Amp Hours at 24 volts. I'm using a hard wired external battery bank. On it I'm running my DSL equipment, my 3Com router, two light duty servers, and my Vonage telephone equipment. It works great. Yours should too.

I posted a link to a cheap UPS yesterday.
It was supposedly 16 minutes of battery for a PC.
My supposition is this.
If I plug my home router appliance into this thing I might get more than just 16 minutes as I'm assuming the draw from that little router is significantly less than a PC. Especially when considering monitor.
I guess I'm asking if that 16 minutes is actually some sort of setting within the UPS (This doesn't make sense to me) or if it is related to battery capacity over draw.
Anyone care to enlighten me with the facts?
